Background

Background

The State Department for Performance and Delivery Management is domiciled at the Ministry of Public Service, Performance and Delivery Management created under Executive Order No. 2 of November, 2023 on the re-organization of the government of the Republic of Kenya. It is one of the two state departments in the Ministry of Public Service, Performance and Delivery Management, the other being the State Department for Public Service. The state department comprise three (3) technical and one (1) support directorates namely:

  1. Public Service Performance Management Unit
  2. Government Delivery Service (GDS)
  3. Coordination and Supervision of Government
  4. General Administration, Planning and Support Services.

 

Mandate

The key functions of the State Department are articulated in the Executive Order No.2 of 2023, and stipulates the following as the key roles:

  1. Coordinating the institutionalization of Performance Management in the Public Service;
  2. Overseeing Performance of Government Ministries, Departments and Agencies in service delivery;
  3. Coordinating identification of innovative mechanisms to address challenges affecting public service delivery to facilitate smooth operations between Ministries, Departments and Agencies;
  4. Monitoring and evaluating performance to ensure contracting parties are within the parameters of the agreed performance targets; and
  5. Monitoring the Implementation of Government’s Priority Programmes and Projects.
