Coordination and Supervision of Government

Coordination & Supervision Services

The Coordination and Supervision Services Directorate obtains its function from the Executive Order No. 2 of 2023 within the functions of the State Dept. for Performance and Delivery Management. The main function of the directorate is :

  • Coordinating identification of innovative mechanisms to address challenges affecting public service delivery to facilitate smooth operations between Ministries, Departments and Agencies. This role requires the directorate to specifically:
  • Mainstream productivity in the delivery of services to the citizens;
  • Identify bottlenecks and designing innovative measures to unlocking challenges to service delivery;
  • Provide linkage in coordinating delivery of priority programmes and projects in liaison with implementing units; and
  • Conducting periodic assessments on business processes with a view to enhancing efficiency and effectiveness in service delivery.

Linkage of Functions to Relevant Legal/Policy Instruments

The Functions are appropriately linked to the following legal/policy instruments:

  • The Constitution of Kenya, 2010 (Articles 152-155 – The Cabinet)
  • The National Government Co-ordination Act, 2013 (Part II – National Government Coordination Framework)
  • Executive Order No. 2 of 2023
  • Framework for Coordination of Government Business across Ministries, State Departments and Agencies (The National Development Implementation Committee)

 Why Coordination and Supervision Services?

  • It is essential component in ensuring success of results based management. Some components of management where coordination and supervision is paramount
  • Whole of Government approach requires utmost synergies among different government units and departments;
  • Quality service delivery to citizens hinges on effective performance management of various implementing units/agencies;
  • Mainstreaming productivity of staff in projects and programmes ensures value for money and enhanced quality and timely services; and
  • Establishing a centre of government in effective management of cross-cutting functions and programmes.

Assist the Principal Secretary in providing Secretaries Committee

Coordinate research and knowledge management programmes and activities and data management

Develop and maintain performance information reporting system

  • Preparation, record keeping and mainstreaming of agenda on cross cutting issues in the State Department
  • Generate information and findings on issues in order to inform policy
  • Be the custodian of the reporting system for the two state departments through the Dashboard

The key achievements are as follows:

  • Developed and issued through circular No. 1, Guidelines on operationalization of the approved framework for national Government Coordination and Supervision to all State Departments on 30th March, 2023;
  • Submitted the implementation status report for both Presidential Directives and Cabinet Decisions on 16th June, 2023;
  • Submitted responses for Circular No.1 on framework for national Government Coordination and Supervision Services as required;
  • Signed Performance Contracts with Ministries on 1st August, 2023;
  • Release of the performance Evaluation Results for Ministries, State Corporations and Tertiary Institutions for FY 2021/2022;
  • Held inaugural Principal Secretaries Committee and one sub-committee on tree planting
Conclusion

The Coordination and Supervision of Government directorate is key in delivering the aspirations of the Government in line with the Bottom-Up Economic Transformative Agenda. To deliver the onerous responsibility, the directorate seeks for necessary synergies and leverage the existing resources towards realizing quality service delivery to citizens.
